System Restore run command

There is no straight Run command for launching System restore. The executable for this application can  be found in the path C:\Windows\System32\restore\rstrui.exe. So to launch the tool from Run we can specify the executable path in the Run window.  If your system drive is not C:, then the drive would vary. Or you can just run the command %systemroot%\system32\restore\rstrui.exe which would work irrespective of what your system drive is.

My latitude 2120 will not accept this command from the command line as recognizeable command.
My computer is trying to reset itself to original and cycles through 18000 updates in a continuous loop and never boots. I do not have a restoreable point that works. I’ve also tried several commands to disable restore and boot from original image unsuccessfully.
    Ideas?
